Final 4 teams can play at one site
Section has the option of playing the boys games before the girls game.
Teams that forfeit more than 25% of games will be excluded from the playoffs

Notes from 5/25 Meeting:
The Division Placement system was explained.

Teams are ranked based on the last 4 years playoff performance.

- All D1 teams get 5 points for being in D1. Each win in playoffs gets 1 more additional point

- Last Year D2 & D3 only got 1 point for each playoff win.

- All new teams to the section are placed in d3 for two years


Based on rankings teams are placed in Divisions.

- D1 Boys Teams ranked 1-12
- D2 Boys Teams ranked 13-24
- D3 Boys Teams ranked 25-36

- D1 Girls Teams ranked 1-8.

- D2 Girls Teams ranked 9-16.
- D3 Girls Teams ranked 17-24.


Divisions are then filled according to last seasons standings.

- last 3 teams of each league that has not been placed may fall in any division


Suggestions for next year 2011-12.

Give additional points to both division finalist.

Give points to league champs.

Get 1 point for making playoffs (like in previous years)

-Who is the LABCA representing?

The mission of the Los Angeles Basketball Association should be to represent all teams in the LA CIF Section. To promote and uphold the integrity of high school basketball; to inform, educate, and serve our members; and to function as liaison between local, state, and national governing bodies and member coaches.

The majority of the schools in LA City-CIF section cannot compete at the D1 level. The minority is the majority. These are the schools that we should be focusing on. Catering to the elite is the wrong way to do things.

LABCA needs to be transparent in all its actions/decisions in order to eliminate the appearance of impropriety. All members (coaches) should have all the formulas and data available to them. Coaches and the Playoff Committee members need to be aware on how Rating Percentage Index (RPI), Strength of Schedule (SOS), Overall Percentage Index (ORI), Coaches Poll (CP) and Strength of League (SOL) are factored into seeding teams.

Items of concern:
Placement of teams in divisions.

-Why do we have to make some changes?

1. We are sacrificing 13 teams in D1 for the benefit of 2 extra teams to qualify for state playoffs. The ratio is 12 elite teams + 13 sacrificial lambs = 25 total teams. Where’s the “Victory with Honor”? We need more elite teams and less sacrificial teams.

2. League play and standings has lost its value under this current system. Teams are now playing for seeding position in their respective division. It doesn’t matter where you finish in league.

Example:

Boys Eastern League: Finish and Playoff sites

1st (Jordan) and 4th place (Huntington Park) got home games. (9th seed and 4th seed)
2nd (Bell) and 3rd place (Garfield) got away games. (10th seed and 13th seed)
7th place Roosevelt (3-8 league) made playoffs as a 9th seed.


3. Playoff berths should be earned and not given; it’s too watered down. To be awarded a playoff berth, a team must accomplish something during the year. Under the current system, this is what happened:

Example:

Boys Northern League:

1st, 2nd, 5th, and 6th place teams made the playoffs.
3rd & 4th place teams did not.

3rd place Marshall 6-4 league; 11-10 overall- Did NOT make playoffs
4th place Wilson 4-6 league; 8-13 overall- Did NOT make playoffs
5th place Eagle Rock 2-8 league; 3-13 overall- MADE the playoffs
6th place Belmont 1-9 league; 5-16 overall- MADE the playoffs

How can there be justification of fairness when this happens?

4. Looking at Last year’s system, moving up or down a division takes too long.

Example:

Girls – Roosevelt is still Division II - has won league and has been in the finals

2005-2006 City Invitational Champion
2006-2007 City Invitational Finalist
2007-2008 Lost in the 2nd Round of playoffs
2008-2009 Division II City Champion
2008-2009 Lost in the 3rd round of the playoffs

Girls – Wilson is still Division I

2005-2006 Lost in the 1st round of playoffs
2006-2007 Lost in the 1st round of playoffs
2007-2008, Lost in the 2rd round of the playoffs
2008-2009 Division II Finalist,
2008-2009 Lost in the 2rd round of the playoffs



Options:

1 – NO CHANGE: Keep current system.
3 Divisions + Small Schools 16 teams from each division advance to playoffs

2 – KEEP current system, but make some changes

a. Take the top 16 teams according to the RPI and place them in D1, next 16 in D2, and next 16 in D3. That’s the top 48 schools out of 101 compared to the top 36 under the current system.

* D1 Teams 1-16: instead of 1-12
* D2 Teams 17-32: instead of 13-24
* D3 Teams 33-48: instead of 26- 36

(Adding the next 4 from Div. 2 and making the sacrificial teams (filler teams) from 13 to 9. Now the ratio is 16 top teams and 9 filler teams instead of the 12 best teams and 13 filler.) This ALSO eliminates multiple filler teams from the same league going to D1. (Eastern league boys sent 2 teams last year)

b. Change the number of teams making playoffs
Take the top 16 teams according to the RPI place them in D1, next 12 in D2, next 12 in D3.
c. Have some sort of self-selection like in previous years, then have a committee finalize. The RPI will only be used to finalize the divisions.
d. Change the point values.
-Give League Champs more points. (2 points)
- Being a finalist should be more points than just winning a playoff game (2 points)
- Winning a City Championship should be more points than just winning a playoff game. (5 points)
e. Change the number of years we go back from 4 to 3. No student/athlete is still in school after 4 years.
